Schedule for the MTV Video Music Awards at the Barclays Center: Friday, Aug 23 – Sunday, Aug 25

A reminder that the 2013 MTV Video Music Awards (VMAs) will take place on Sunday, August 25th at Barclays Center. Here is the list of street closures and the expected impact on the community.  

The list below is a based on information provided by the 78th Precinct Community Council but it has been modified to add detail about amplified sound and viewer pens.

6th Avenue from Dean Street to Flatbush may also be closed to traffic partially or in total during this period.  Some of the time-frame for amplified sound will be used for intermittent sound checks.

Access inside the restricted area for residents will be allowed with ID.  Guests of residents can gain access by being met at a checkpoint by their host or by being escorted to their destination by security.

Friday, August 23rd

• Traffic will remain open on Flatbush Avenue and Atlantic Avenue.
• Viewer pens may be set up on Pacific Street at Flatbush Avenue; Flatbush Avenue between 5th Avenue & Dean Street; the plaza in front of Target; and the north east sidewalk of the Atlantic Avenue near south Portland.
• Barclays Center subway access will remain open.
• Variable Message Signs (VMS) will be installed on local arterial roads and significant intersections
• The Dean Street Park playground will be closed, however the basketball tournament will proceed with access from Bergen Street.

Barclays Center Arena Satellite Uplink Parking Lot

A “satellite uplink parking lot” for Barclays Center is to be located at the corner of 6th Avenue and Dean Street.  Tricia Martin of WE Design has put together the following short-term proposal until a better permanent location for the lot is identified.

 

26.6% of the land in New York City is made up of public streets and sidewalks.  Incredible opportunity exists to envision these narrow spaces as places of engagement and not just as conveyor belts for car and people.

The proposed vision for a sidewalk design at the corner of 6th avenue and Dean street demonstrates that even small interventions can serve an important purpose while beautifying our neighborhoods.  The proposal includes colorful planters with season plantings, a high-quality metal fence and some street trees.

Directly across the street from this rendering on 6th Avenue a new plaza is proposed for the Atlantic Yards Barclays Center Arena.  By adding a couple of benches and some planters the street is now captured by flanking public spaces providing a social amenity to the community.

Placemaking can be simple.  The simple addition of a bench invites a mother and child to sit and watch their surroundings, creates a safer street environment for residents and visitors to the arena, and provides welcoming color and green to our urban environment.


Barclays Center Satellite Uplink Parking Lot at Dean Street and 6th Avenue

Community Board 8 needs to hear responses from individual community members about the proposed use of the parking lot on 6th Avenue between Dean and Pacific Streets as a “satellite uplink parking lot” for the Barclays Center.

Before the onset of the project the lot was townhouses. Now it is being used for 78th Precinct employee parking. The plan is that it be used by vans and trucks to broadcast arena events.  There is a risk the operation of the lot will impact on residents. We do not know how long it will be in place.

Our block association sent a letter to the community board asking for a set of conditions to improve the proposed uses’ relationship to the community. We requested the following from FCRC and the arena management:

  • A party and line of command, clearly identified to the community, responsible for education, continuous monitoring, and strict enforcement of the use of this lot, especially as concerns the use of noisy equipment and illegal truck idling.
  • A commitment that the sidewalk adjoining the lot will be kept clear for pedestrians at all times.
  • A commitment that screening will surround the lot, and that said screening will provide a pleasant visual buffer for residents.
  • Restoration of street trees on the perimeter of the lot, such as existed before the onset of the project.
  • A commitment to ensure the use of only directional lighting, which will prevent off- site light intrusion for nearby residents.
